Authority control
Operating Authority & FMCSA Portal Management
Authority status is the license to operate. BOF tracks USDOT updates, MC authority, BOC-3 process agent records, UCR filings, portal access, insurance filings, and renewal ownership.
Authority Health Checklist
| Control | Record | Risk if Missed |
|---|---|---|
| USDOT number | MCS-150 update cycle, census data, contact owner | Outdated filing and compliance exposure. |
| MC authority | Active status, commodity type, reinstatement record | Loads cannot lawfully move under inactive authority. |
| BOC-3 | Process agent filing and provider detail | Authority application or reinstatement delay. |
| UCR | Annual registration and payment evidence | State enforcement and registration hold. |
| Portal access | Authorized users, MFA, role owner | Filing and audit response blocked by access gap. |
Authority Clearance Path
- Identify filing. Authority, insurance, UCR, MCS-150, or portal access issue is opened.
- Name owner. Compliance owner, insurance agent, portal admin, or leadership owner is assigned.
- Attach evidence. Filing confirmation, receipt, screenshot, or agency communication is stored.
- Release consequence. BOF shows whether dispatch, carrier onboarding, or broker approval is affected.
